Lightbulb NSCC Spec Class combat?

RCCA scoring will be used.
1) Max engine .28cid
2) Must have functioning R/C carb.
3) No tuned exhaust.
4) Engine price limit with muffler is $130. USD (retail)
5) Engine claim rule is for $130.USD
6) Flat bat must be used for body.
7) ***Wing must be 11.25" straight chord(no tapers), Ailerons included.
8) Wing thickness no less than 1.25"
9) Max Wing Span 48"
10) ***Deleted servo rule
11) ***Minimum Dry flying weight is 3.25lbs.

I don't know what prop or RPM limit yet. I need help on that. Are there any other suggestions
